If you want everything but don't want to subscribe, I'd buy the blackwood edition of ESO then buying a ton of crowns when those are on sale so you'd an buy all the dlcs. It also gives you 1650 crowns (ESO premium currency) so you can buy cosmetics, permanent access to dlc, or even the two classes it doesn't include. ESO+ grants access to all content except the two new classes (necromancer and warden) and the most recent chapter (Blackwood).
